Authorities in China have made the extraordinary decision to suspend the acceptance of cargo in a variety of feeder ports in Southern China as a result of the ongoing impact of COVID-19 and the quarantine requirement for crews on the feeder vessels.
The suspensions will impact on imports to these ports but more importantly on exports from feeder ports out to the rest of the world. Services will suspend from 11 January to 21 February and will straddle Chinese New Year.
This will impact all carriers. The table lists the effected ports but it importantly notes that the list is not exhaustive and not limited to the ports named. It is safe to say ALL Pearl River Delta (PRD) feeder ports will be effected.
It does not impact on direct discharge ports in the PRD (i.e., Shekou, Yantian and Nansha).
We are still obtaining more information on what is permittable. For example, can containers be picked up from the feeder ports and trucked back to the Direct Load ports or will all empties need to be sourced from the Direct load ports.
Equipment shortages will impact on location of empties because feeders will not be discharging equipment in the feeder ports.
We are of the view that this process may cause considerable congestion in Shenzhen ports and Nansha delaying receivals into port and resulting in waiting time and it may put under pressure the local trucking available to support this move. It will be extremely important to prepare as early as possible in the lead up to Chinese New Year.
We suggest that you discuss with your suppliers as they may be able to access low-cost delivery into Shenzhen ports and invoice those additional costs back to you. The Ocean freight cost through Shenzhen ports will be lower than PRD port to Port rates so will offset some of the extra trucking cost.
Our offices in China will be able to work with your suppliers if necessary, otherwise ACA China will provide the additional trucking and it will be invoiced to you through ACA in Australia.
It is going to be another trial to overcome in the extremely challenging global shipping environment. ACA will continue work side by side with you and for you to get the very best outcome in these challenging times.
